Germany became a member country in the Hague convention of 1961 for abolishing legalization process on February 13th, 1966. The German apostille is still not accepted in a certain member countries such as Albania, Azerbaijan, Burundi, Dominican Republic, India, Kosovo, Kyrgyzstan, Liberia, Moldova, Mongolia, Morocco, Paraguay, Tajikistan, and Uzbekistan. For these countries and all non-member countries, the German documents will have to be Legalized, not Apostilled.
A German educational document such as diploma certificate or degree certificate attestation, cannot be done using just the original certificate. The owner of the certificate has to request their University / College to issue a certified copy of the certificate which is signed by the Registrar. These copies should not be older than six months.
The certified copy will be ratified by the concerned local authorities in Germany, superlegalized by the UAE Embassy in Berlin and in the end, by Ministry of Foreign Affairs in UAE.
